Matthew Weiss was quoted today in an Associated Press article about Governor Andrew Cuomo's proposal to limit plea bargaining in speeding tickets. The proposal also seeks to raise the fines for cell phone tickets as well as impose a mandatory surcharge on certain parking tickets.
