Illegal To Text Message?

Effective March 1, 2008, motorists in New Jersey who talk on a hand-held device or type text messages while driving will be subject to a $100 traffic ticket. This is the first law in the country to prohibit drivers from text messaging while driving (and NJ becomes only the 4th state to restrict driving while using a cell phone). Given its creative and consistent practice of "taxing" its residents, can New York State be far behind?
It is unclear how NJ police officers will catch illegal texting but we assume they will be on the look out for drivers who appear distracted (ex., driving slower than normal, failing to maintain their lane of travel).
